Tuesday, September 15. Iraq's 2027 budget draft reaches the cabinet today, exactly on the date this channel printed. And the man whose government wrote it spent Monday in Paris, across a table from Edouard de Rothschild of Rothschild and Co. The subject was international banks and the sovereign credit rating. Per the prime minister's office, that meeting covered cooperation with foreign banks, development of the banking sector, and strategies to lift the country's rating off the floor.
Hold those two pictures together, because the placement is the signal. On the day the most consequential document in Iraq's fiscal history lands in Baghdad, Iraq's head of government is in Europe showing the books to the oldest banking name on the continent. A leader worried about his budget stays home and argues over spending lines. A leader whose budget is settled goes abroad and sells what comes after it.
Parliament, meanwhile, gets its own date. Per the finance ministry, the budget bill will be submitted to lawmakers on October 15. Read that carefully before anyone tells you something slipped. Nothing slipped. Cabinet has the draft today, on schedule. What October 15 gives us is something Baghdad has never printed before: the exact width of the gap between the draft and the vote.
