Iraq's finance ministry tied September 30 to sovereignty in money. The one decision Iraq has never made itself is the price of its own currency.
Friday, September 18. For weeks now, September 30 has been read as a military date. The day the last coalition convoy crosses the border on its way home. The day the weapons deadline lands on the militias still refusing to hand theirs over. Then on Thursday, Iraq's Ministry of Finance published a post on its own account that read the date differently: "Sovereignty in money... that the financial decision be Iraqi." Dated September 30. With the hashtag "Iraqi Sovereignty Day."
Finance ministries do not deal in slogans. They deal in budget lines, debt schedules and customs receipts, and when one of them hangs a banner on a date, the banner is the message. The ministry that writes Iraq's budget just told its citizens that the day the soldiers leave is also the day the money decisions come home.
The government said the same thing through its spokesman, in the formal register: "September 30 represents an important sovereign milestone with which the relationship with Washington will move towards long-term economic cooperation." That is two arms of the government arriving at one conclusion in the space of a week. Today's file is what that idea would actually mean, who is already trading on it, and the one institution that still has not said a word.
