Alaq names the architecture that would carry a new rate is already 95 percent built. The Finance chair decides the rate. The deadline is looming.
May 3. Baghdad. The Sin Dialogue Forum opens with one speaker. The governor of the CBI, Ali al-Alaq. The session title is read out: "From restricted rent to renewable production." al-Alaq looks at a room of decision-makers and gives them one phrase.
We are working quietly.
That sentence is the briefing.
The political theatre this past week has been loud. A prime-minister-designate flying to Erbil. Macron blessing him Sunday. Treasury suffocating Tehran. A US Navy operation announced for Hormuz then walked back. Iran's 14-point bill rejected. Spirit Airlines liquidated.
You will not understand any of those headlines until you read what al-Alaq said next.
The Forum
al-Alaq told the room cash imports of US dollars into Iraq have been cut from 14 billion to 4 billion. He said roughly 95 percent of dollar sales now move through the electronic platform, not through the cash currency-auction window that existed a year ago. He called the current financial situation less severe than 2014. He confirmed dollar transfers are covered daily without interruption, despite an oil-export halt that should be tightening every reserve in the country.
That is a plumbing diagram. Not a status update.
The plumbing is what most readers never see. The cash currency-auction is what Brian Nelson flew to Baghdad to address in January 2024. The 8-bank ban that followed was an institutional cut, not a personal one. The electronic platform is what replaced that auction.
The platform is what Treasury can audit, sanction at the wallet level, and switch off bank by bank. Moving 95 percent of the country's dollar throughput onto a rail Treasury can read is the architecture you build when you intend the rate to clear through international banking, not through Karada money-changers at the parallel.
We have walked through this architecture before. The Bank, The Broker, The Kingmaker mapped the institutional cut. The Toll Booth mapped the perimeter Treasury drew around the Strait. Treasury Names the Snake mapped the funding arteries that 35 entities and the Hormuz toll alert closed off across May 1. The Sin Dialogue Forum is the moment a sitting central-bank governor told you the inside of his own building is finishing the wiring.
The quiet work is not slow work. It is hidden work, by design.
The Tour
Late on Saturday May 2, Iraqi PM-designate Ali al-Zaidi flew from Baghdad to Erbil. It was his first trip outside the Iraqi capital since President Nizar Amedi tasked him on April 27.
Reminder, al-Zaidi is the designate, not the confirmed premier. He has 30 days from the tasking to seat a cabinet and clear a 167-vote floor inside Iraq's Council of Representatives, or Article 76 of Iraq's constitution reopens and the constitutional clock resets. As of tonight he has 23 days left.
He met Masoud Barzani, leader of the Kurdistan Democratic Party. He met Nechirvan Barzani, the Region's president. And on Sunday he met Masrour Barzani, the Region's premier, in Sulaimani. KDP gets Foreign Affairs and Justice. PUK gets Health and Environment plus Culture and Tourism.
KDP confirmed publicly its parliamentarians would vote for the new Iraqi government. The Sunni blocs are drafting 20 demands of their own. al-Halbousi is pushing for the deputy presidency. The Iraqi Coordination Framework met on Sunday night with al-Zaidi present.
Macron welcomed the designation publicly the same day. The ΓlysΓ©e called the task a "crucial mission" in a "particularly demanding" regional context. Paris-language for: do not let this fall apart, we are watching.
Today, Monday May 4, Nechirvan Barzani is in Baghdad for the next round.
The Chair
The cabinet IS the confirmation. There is no separate vote on al-Zaidi himself. The bargaining over which ministry goes to which bloc IS the 167-vote count being assembled.
The chair that decides whether the rate moves is the Finance Minister. That seat controls Iraq's budget, controls where oil revenue goes, and submits the new government's program to parliament.
The Finance Ministry submits the budget the CBI is then required to fund.
That is the lever.
The chair sets the fiscal direction the CBI absorbs into rate policy. The same submission ends the 1/12th monthly spending rule that has frozen new contracts since January. Iraqi-press channels report a contract-stabilization paragraph being prepared inside the 2026 budget for the moment al-Zaidi sends the program in.
If a clean technocrat holds it, the freeze ends. If a faction-aligned operator holds it - and the bargaining table al-Zaidi is sitting at right now is full of them - it does not. The books stay under Tehran's thumb. The rate stays put. That is what the 23-day cabinet shop is selecting for. Not a name. A wallet.
The Convoy
US Central Command launched Project Freedom in the Strait of Hormuz today. 15,000 service members, more than 100 land and sea-based aircraft, guided-missile destroyers, multi-domain unmanned platforms. The mission is to support the safe transit of merchant vessels through a strait that carries roughly a quarter of the world's seaborne oil.
Trump announced the operation Sunday and described it as guiding neutral ships out of the Gulf. Pentagon officials walked the language back inside the same news cycle. US Navy ships will be "in the vicinity" rather than directly escorting. They intervene if Iranian forces challenge a transit.
Two Sunday incidents framed the launch.
A northbound bulk carrier was attacked by small craft 11 nautical miles west of Sirik on the Iranian coast. UKMTO logged it as Warning 050-26. Crew safe, vessel operational. Iranian state media said it was a routine documents check under the Hormuz Management Plan codified March 31. The master called it an attack. Tehran called it administration.
The same day CENTCOM transferred 22 crew of the Iranian-flagged Touska to Pakistan for repatriation. Touska was the freighter the USS Spruance fired on and boarded April 19 after 6 hours of ignored warnings. The blockade stayed in place. Deescalation and escalation in the same 12 hours.
Two regimes now claim the right to direct the same vessels in the same water. CENTCOM has redirected 49 commercial vessels under the blockade since the Spring. Iran's parliament National Security Committee chairman, Ebrahim Azizi, declared on Sunday that any American interference with the new maritime regime would be considered a violation of the ceasefire.
The first time a Project Freedom destroyer interrupts an Iranian inspection in progress, the disagreement becomes kinetic.
The Suffocation
While the Strait was narrated in two languages on Sunday, Treasury Secretary Scott Bessent sat with Maria Bartiromo on Sunday Morning Futures and used a third.
We are suffocating the regime, and they are not able to pay their soldiers.
Iran's petroleum sector is in imminent crisis, storage rapidly filling up, wells may begin shutting in next week. He walked through the dollar shortage Treasury engineered since the March maximum-pressure order, the largest Iranian bank that collapsed in December, the inflation that put Iranians into the streets, and the 47 years of stolen IRGC assets now being frozen because the Gulf neighbours Iran bombed in February have been "very fulsome" about turning over the banking details.
He closed on the post-war price deck. Oil on the other side of this conflict will be much lower than it was going in. UAE's exit from OPEC, effective May 1, is part of why. "Most monopolies eventually collapse under their own weight." The playbook that ran on Caracas in January is the playbook now running on Tehran.
The May 1 OFAC tranche is the receipt. 6 individuals designated. 21 entities including 3 Iranian foreign-currency exchange houses. 1 Panama-flagged tanker called NEW FUSION. General License W issued to wind down anything still touching the new SDN list. The Hormuz toll alert went out the same day, putting any company that pays Iran for transit on notice.
As reported yesterday, Iran's answer landed Saturday through Pakistan: a 14-point bill demanding the war over in 30 days. Trump rejected the same day. Out of cards, asking for relief. Tehran's clock reads 28 days. Baghdad's reads 23. Both expire the first week of June.

The Iraqi architecture is moving on the street while the politics finish the cabinet.
The US dollar fell against the Iraqi dinar in both Baghdad and Erbil markets across the weekend. The Kurdistan Region banned forex and crypto trading the same day, closing the side-doors the parallel rate has been routed through for years.
79 commercial Iraqi banks have applied for digital banking licenses, Iraqi-press desks confirm. al-Alaq's 95 percent electronic figure was the wholesale layer. The 79-bank queue is the retail layer applying for the rail.
The wiring on the CBI floor is the wiring on the Iraqi street. The retail rail is the rail on which a new rate clears.
The war's price walked into US workplaces on Friday. Spirit Airlines liquidated. 17,000 jobs gone. First major US airline shutdown since 2001. Jet fuel had doubled since February. Pentagon also pulled 5,000 troops from Germany and cancelled the Tomahawk and hypersonic battalion scheduled to deploy. Trump on Saturday: "We're cutting a lot further than 5,000."
The blockade has consumer-side cost on both shores. Iraq is wiring around it. The United States is absorbing it. Iran is suffocating in it.
What Other Channels Are Calling
Bond market sources read the past 96 hours on Iraq as a step-change. Dollar shipments to Baghdad were withheld for 6 weeks and resumed only after al-Zaidi engaged on faction-cleanup terms. RV-community boards call the Sin Dialogue Forum statement the clearest CBI signal in 18 months. Tier-4 chatter on bond-program dates remains noise until we see liquidity drip and confirmation.
The Read
al-Alaq did not need to say "the rate is changing." He said something more dangerous. He said the architecture that would carry a new rate is already 95 percent built.
