Treasury named the snake Friday. Iran handed Washington a 14-point bill Saturday. Iraq's cabinet locks May 27. The plumbing is going live.
May 2. Tehran. Iran handed Washington a bill through Pakistan and gave it 30 days. The 14-point note routed via the Pakistani mediator and published the same evening through Iranian state media stacked the demands the President has rejected 3 times in 4 weeks: the Hormuz mechanism, the naval-blockade lift, the frozen-asset release, the sanctions reversal, the US troop withdrawal from Iran's periphery, the compensation for damages, and the end of fighting on every front including Lebanon. The trade is a permanent end to the war, not a 60-day ceasefire.
CIC President Trump answered before the document was fully translated.
"I will soon be reviewing the plan that Iran has just sent to us, but can't imagine that it would be acceptable in that they have not yet paid a big enough price for what they have done to Humanity, and the World, over the last 47 years." Same wire, asked if combat operations resume: "It's a possibility that could happen, certainly." Same wire, on the active blockade: "Well, it's a very friendly blockade. Nobody's even challenging it."
The day before, the Treasury Secretary said out loud what the book has been documenting : "Iran is the head of the snake for global terrorism." That sentence is not a press-release flourish. It is the system describing the next thing it intends to do.
Same news cycle, the Office of Foreign Assets Control cleared the corridor: General License W to wind down anyone still on the wrong side of the line, an Alert that says complying with Iran's Hormuz toll triggers secondary-sanctions risk, and a designation tranche aimed at the currency-exchange houses that turn Iranian oil revenue into yuan for the regime's military spend. The State Department added China's Qingdao Haiye Oil Terminal to the same week's blacklist.

The Treasury Secretary names the snake. The Treasury Department starts cutting the heads off.
The doctrine landed Friday. The bill landed Saturday.
Iran's 14 Points
Saturday's note was the 3rd Pakistan-mediated offer in 3 weeks. The 1st, last weekend, traded Hormuz reopening for blockade-end and a delay on nuclear talks; the President read it and walked, and we read the walk in All The Cards. The 2nd, 4 days later, dropped the Hormuz-blockade lift to get back to the table. The 3rd put it back. In late April, Foreign Minister Abbas Araghchi flew to Saint Petersburg to ask Vladimir Putin to take custody of the enriched-uranium stockpile, the same offer Putin made directly to the President in March, and the same offer the President had already rejected.
The asks keep going up. The answers keep going down.
The new proposal also names the calendar. Counting 30 days from May 2 puts the Iranian window on June 1, a Monday.
al-Zaidi has 30 days from his April 27 tasking to clear parliament with 167 votes; his deadline is May 27. Two countries, 4 days apart, both on a 30-day clock.
The Treasury Secretary's secondary-sanctions doctrine, activated against Chinese banks on April 15 and extended on May 1, runs across both calendars and points at the same exit door.
What Iran is asking for is the inverse of what Treasury has been removing. Frozen assets. Sanctions relief. Naval blockade end. The list reads like the OFAC recent-actions page run backwards. The blockade Iran wants lifted is the blockade we documented in The Order and The Toll Booth.
It is the operating instrument of the doctrine. Not a temporary tactic.
Erbil Saturday
Yesterday, while Iran sent the bill, al-Zaidi was in Kurdistan booking the vote count. He was not visiting. Every meeting was a vote being booked.
He landed in Erbil. KRG Prime Minister Masrour Barzani met him at the airport. KDP President Masoud Barzani took the next meeting at his residence and signed a joint statement on a "strong government capable of confronting challenges." Then Sulaimani. PUK President Bafel Talabani at the airport. Halwest opposition leader Ali Hama Saleh handed over a 20-point Kurdish demand list before al-Zaidi sat down. New Generation's Shaswar Abdulwahid took the next chair.
Inside the same 24 hours, Türkiye's President called from Ankara, congratulated al-Zaidi, and invited him to Türkiye. Türkiye on the side of speed. Foreign Minister Araghchi's parallel call from Tehran the day before put Iran on the side of comfort.
The vote count is being assembled in the room.
Central Bank of Iraq Governor Ali Mohsen Al-Alaq spent yesterday at the Sin Dialogue Forum in Baghdad in front of the same room. The bank, he said, is "working in silence to preserve foreign currency reserves and confront crises, including the repercussions of falling oil prices." Salaries are secured. External transfers are smooth. Traveler cash sales are smooth. The crisis, he said, is less severe than 2014. That is the floor he is now booking against. The same day, the Azerbaijani Ambassador delivered an invitation to the Islamic Development Bank meeting in Baku for June 16-19, the same week the next Federal Reserve Chair seats his first FOMC. New banking corridor on the agenda.
Iraq's Oil Ministry published the pipeline spec on Friday: 700 kilometres, 2.5 million barrels per day, the Basra-Haditha route, with exit ports at Baniyas, Ceyhan, and Aqaba. Oil shipments are down 80 percent from Strait of Hormuz disruption.
The pipeline is the bypass. al-Zaidi's first brief if he clears May 27 is the export route that does not run through the strait Iran wants management of. The architecture we read in The Bank, The Broker, The Kingmaker is now being installed.
Cabinet, HCL, Rate
For those just joining us, al-Zaidi was nominated on April 27 by the Coordination Framework. He is the Prime Minister-designate, not the confirmed Prime Minister. The cabinet vote is May 27, and he needs 167 votes from the 329-seat parliament.
The Shia bloc holds 185 of those seats, which puts confirmation in reach, but the bid stack is open. Sudani's coalition is asking for 5 ministries and the Finance seat.
Kata'ib Sayyid al-Shuhada is demanding "full sovereignty" from the same parliament. The Halwest 20-point Kurdish demand was handed over in Sulaimani on Saturday. Until 167 votes land, he runs no executive office.
The Hydrocarbon Law (HCL) cannot move without an executive sponsor in the room, a vote-whip on the floor, and a political guarantor for the dollar corridor Treasury just cleared. The Iraqi Council of Representatives is seated and can technically pass any law it wants, but the HCL is the legal predicate for the Baghdad-Erbil oil-revenue split and the export-volume recovery the pipeline announcement is built around.
No confirmed PM, no HCL shepherd. No HCL, no rate, no RV.
The US side is being switched on at the same time, and that is the connective tissue. The GENIUS Act, signed in July 2025, is the settlement-layer law for dollar-backed stablecoins. The Clarity Act, in Senate Banking markup this month, is the digital-asset market-structure law that opens the regulatory rails for institutional flow.
Bessent's secondary-sanctions doctrine, activated on April 15 and extended on May 1, clears the dollar channel of bad actors. Stablecoin settlement plus market-structure rules plus a clean channel is the plumbing a dinar revaluation needs to flow through.
A currency reset without that plumbing is a press release. With it, the reset transmits.
Iraq is assembling the political end. The US is assembling the financial end. Cabinet by May 27 unlocks HCL. HCL unlocks the rate. The rate clears into the US plumbing finishing in May.
The CBI's "working in silence" posture is reserves-protection, the same posture al-Alaq ran in 2014 when the room got tight, which says the bank is preparing the balance sheet for whatever the cabinet ratifies. The Azerbaijani-Ambassador meeting and the IsDB Baku invitation for June 16-19 are the construction site for the post-rate banking corridor.

The RV desk is calling the same sequence we are. One read Friday: "I don't know if we can have an RV before Mother's Day." Uncertainty, not a date. Another, Friday and Saturday: "the HCL cannot function at 1300" and "you have a new exchange rate" once the government seats. A third Friday: Iraq is implementing Basel III on a 2024-2026 strategic plan, with the dinar, dong, and rupee surfacing as a currency basket aligned for international standards "this month."
The convergence is on the order. Cabinet first. HCL next. Then the rate. The desk readers are reading the sequence the wire is reading. They are not pricing in the coalition math - Sudani's 5 ministries, Kata'ib's sovereignty demand, the Halwest 20-point Kurdish demand - that has to clear before May 27 produces a confirmed PM. They are skipping the political prerequisite and going straight to the rate.
