The Strike Before The Signatures

CENTCOM destroys Iranian boats near Bandar Abbas. Trump publishes 9 regimes that must sign. The 60-day window is now the regional signing deadline.

Tuesday May 26. One news cycle inside a regional war that has been running, in one form or another, since 1948. CENTCOM destroys Iranian boats laying mines in the Strait of Hormuz near Bandar Abbas, plus the surface-to-air missile site covering them. Hours later President Trump publishes on Truth Social the names of every regime that has to sign the deal that ends it.

The strike is not against the agreement. It is part of how the agreement is being negotiated.

The 60-day MOU window we opened in yesterday's briefing is no longer about Iran on its own. It is the regional signing deadline for a Middle East that has not seen sustainable peace in 78 years. Saudi Arabia. Qatar. Pakistan. Turkey. Egypt. Jordan. UAE. Bahrain. Iran. 9 nations. 1 condition. All sign or the deal dies.

Mandatory, Simultaneous, Named

Trump did not float Abraham Accords expansion. He listed the leaders he called on Saturday and used the word "mandatory."

MBS of Saudi Arabia. MBZ of the UAE. Tamim and Al Thani of Qatar. Munir of Pakistan. Erdogan of Turkey. el-Sisi of Egypt. Abdullah II of Jordan. Hamad of Bahrain. Plus Iran, invited to join the same agreement if it signs the MOU.

6 new signatories. 2 already inside. 1 invitation to the regime the strike targeted. Trump called the Accords a "Financial, Economic, and Social BOOM" and said any nation that refuses "should not be part of this Deal in that it shows bad intention."

This is the play the last three briefings have been building toward. The MOU was always the door through which the wider Middle East walks into a normalisation deal.


The First Two No's

Pakistan rejected outright. A senior source told wires the Iran deal and normalisation with Israel are "not interlinked and cannot be made so." That is one of the 9 and the only one that has formally rejected.

Saudi Arabia restated its existing condition. Riyadh requires an "irreversible pathway" toward Palestinian statehood before any normalisation signature. It is the position held publicly for years and Trump knows it.

Neither response is a closed door. Both are the opening position of a negotiation that did not exist 72 hours ago. The other 7 named regimes have not commented in public.


The Gap

Iranian media reports 95% of the deal is complete. The remaining 5% sits on 2 files. One is the enriched uranium stockpile Iran already holds. The other is the tens of billions of dollars in Iranian oil revenue held in frozen foreign bank accounts.

Trump named the resolution on Truth Social. The enriched uranium "will either be immediately turned over to the United States to be brought home and destroyed or, preferably, in conjunction and coordination with the Islamic Republic of Iran, destroyed in place."

Iran's foreign minister sat with Qatar's Prime Minister in Doha at the same hour CENTCOM was destroying the boats. Iran said the agreement is "not imminent." Secretary of State Rubio, speaking from New Delhi, said an agreement could be finalised "today." He called what is on the table "a pretty solid thing in terms of their ability to open up the strait, enter into a very real, significant, time-limited negotiation on the nuclear matter."

The gap between Rubio's "today" and Tehran's "not imminent" is the negotiation. The boats off Bandar Abbas were Iran's reminder that 5% is the holdout, not a detail. CENTCOM destroyed the boats and the SAM site covering them. A US official said the ceasefire is intact.


The Old Guard's Last Play

The Middle East war has been running for 78 years. It built constituencies. Defense contractors. Intelligence agencies. Sanctions bureaucracies. Arms exporters. Proxy networks on every side. None of them have a business model if this deal lands.

That is who is moving against the President this week.

Sunday. Israeli Finance Minister Smotrich proposed Israel bring down 10 buildings in Dahieh, the Hezbollah Beirut stronghold, for every drone fired at Israel. Netanyahu publicly rejected it on the Ynet record. An IRGC naval unit, or a rogue cell inside it, put mines in a strait Iran had agreed to reopen. Wire commentary recast CENTCOM's destruction of those boats as escalation rather than enforcement.

Three different moves, one shared interest. Break the deal before it lands.

The President is being told the deal will discredit him. It is the inverse. The deal discredits them. It closes the file their business depends on.

CENTCOM's answer to the mine-laying was not theatre. It was the message.


Iraq Reads The Headlines

Iraq is not a side file in the regional deal. It is the proof of concept.

No country in the region has more Iranian-aligned weapons. No country has more US legislation already tied to disarming them. The defense authorization bill for 2026 holds half of the Office of Security Cooperation-Iraq budget against DDR certification by the Secretary of Defense.

The Petraeus plan delivered to Baghdad 11 days ago is what that certification will look like. Whatever happens to al-Saeedi this month is the template for Hezbollah, the Houthis, and every other Iranian proxy the deal is built to dismantle.

The channels covering Iraq most closely read this the same way we do. One Sunday broadcast called the MOU "very bullish" for Baghdad's reforms because it removes the biggest external headwind, and noted GE, Siemens, and HKN are still in country with the local stock exchange on a sustained run. Another broadcast called it a "change of attitude" in Baghdad. The 20-year Iranian grip is what the regional deal is being built to break.

Yesterday's briefing named al-Saeedi as the first faction to reject Petraeus. Today his rejection sits inside the regional file. No longer the first test case of an Iraqi disarmament question. Now the first test case of the President's regional one.

Baghdad is where the regional deal proves it works. Or proves it does not.


In The Eid Pause

Parliament entered Eid al-Adha recess on Tuesday. The chamber does not reconvene until June. No senior Iraqi voice will speak on the disarmament file or the Hydrocarbon Law during the holiday.

The structural backlog does not pause. Iraqi press reported on Sunday that Baghdad has now entered its 16th consecutive month without a federal budget. 4,500 projects remain suspended nationwide. Hospitals, schools, bridges, water networks, sewage infrastructure. Some frozen since 2014. The government is operating under the one-twelfth spending rule. Salaries clear. Nothing else does.

Faleh al-Sari at Finance inherits the gap. Iraq's 2026 budget is expected to total approximately 150 trillion dinars, around $114.5 billion, well below the 211 trillion approved for 2025. The budget is the vehicle for the Hydrocarbon Law. The HCL is the vehicle for Kurdistan's oil revenue share. That share is the price Masrour Barzani agreed to pay last week by folding the Peshmerga into a unified federal command. None of it moves until the question above it does. Who carries weapons inside Iraq.

CBI Governor Ali al-Alaq has not spoken publicly since last week's deficit admission. Official dollar at 1,300, parallel market at 1,545, the same 19% premium that has held for weeks.


The Read

For 78 years the Middle East has been the world's most profitable war. Every administration since 1979 has tried to manage it. And this administration is trying to end it.

This is what makes President Trump a target.

The party that profits from permanent conflict does not wear a single flag. The book this channel is built around names it. The Hidden Architecture of Iran, Wealth Extraction, and Global Control. Six load-bearing layers, all bought and paid for by the same money.

The cartels and proxy networks. CJNG, Sinaloa, MS-13, Tren de Aragua, IRGC, Hezbollah, the Iraqi militias. Leaders killed, captured, or indicted inside 13 months.

The regime nodes. Maduro captured. Khamenei killed. Cuba at the table for the first time since Eisenhower.

The Epstein-protected political layer. London, Oslo, Paris. Names that thought they were untouchable found out otherwise.

The deal is symmetric. The 4 refusers cross the line they have held since 1948 by recognising the State of Israel. Israel will cross the line it has held since 1948 by recognising Palestine. Riyadh's published condition is an "irreversible pathway" to Palestinian statehood. No signature lands without it.

This 100+ year file stole from the citizens of the countries with the largest in-ground oil and gas reserves on Earth. Iran. Iraq. The entire Persian Gulf.

You see, President Trump has been a target since the day he ran. He is the first administration since the Hidden Architecture was built that is dismantling it instead of enabling it.

When those 9 nations sign, the 118-year file closes with the war. Israel recognises Palestine. The refusers recognise Israel. Citizens keep what their land produces. And the networks above lose the cover story they have run since 1908.
