Three other pathways run alongside it: the Friendly Nations Visa at $200,000 plus a Panama economic tie, the Pensionado on verified pension income from $1,000 a month, and the Reforestation Investor from $100,000 in a certified project. Territorial tax and the Private Interest Foundation
Panama taxes local income only. Foreign-source income (foreign dividends, interest, capital gains, rental income, and salary earned abroad) is exempt for residents, permanently, under the oldest territorial system in the dollar zone. There is no inheritance tax, no gift tax, and no wealth tax. The Private Interest Foundation, created by Law 25 of 1995, holds assets in a separate patrimony legally distinct from the founder, escapes forced heirship, and works as the civil-law equivalent of a dynasty trust for succession and asset protection.

Panama is off the FATF grey list and off the EU money-laundering high-risk list, and Bill 641, the 2026 tax-substance reform, is the active step to clear the last EU list.
