In August 2026, confirmation surfaced through Iraq's parliament that the central bank has finalized designs for a new series of banknotes and plans to produce 7.5 billion of them across 4 countries, at a stated cost of 250 billion dinars. They get honored. A new note series arrives through an exchange window, where old notes are swapped for new at the bank counter and the old paper is withdrawn. That is how Iraq itself did it in 2003 and how Kuwait did it in 1991. A note swap is housekeeping for the cash system. It changes the paper. It does not delete the value the paper represents, and it has never worked by voiding the money in people's hands. A state that wanted to confiscate would not spend 250 billion dinars printing replacements.
