Iran, Venezuela, Iraq, the US military, the cartel takedowns, the dismantling of the corruption networks, and the IQD - read separately, they are noise. Read against a monetary system being rebuilt and re-backed, they are one operation.

The holdout militias spent all summer betting that Iraq's September 30 weapons deadline would bend. This week Washington answered on camera. Asked about Iraq's Prime Minister, Secretary of State Marco Rubio said "We have zero doubt of his commitment to doing this," and Kurdish press confirmed Ali al-Zaidi never asked to extend the deadline. Even Nouri al-Maliki now says the weapons program and timetable will be announced on September 30. Three militias have already folded into the state, Rubio says at least one is still refusing, and Baghdad says it will collect roughly 6 million weapons held outside its institutions, starting on that date.

The rest of Iraq's map moved in the same 48 hours. Turkey agreed to hand back its Bashiqa base near Mosul, set up in 2015 without Baghdad's consent, in exchange for Iraqi state authority in Sinjar. Syria's president met al-Zaidi for the first time and asked for militia-linked units to be kept off the border, offering a second crossing for Iraq's oil exports. American air defenses are leaving Erbil ahead of the coalition's exit, and the militia bills go to parliament as soon as al-Zaidi lands. In New York he pitched American companies land ownership and 10-year tax holidays, and told the IMF the government is restructuring Iraq's fiscal policy.

History has seen this order before. The Iraqi dinar was born in 1932, the same year Iraq became independent with British air bases still on its soil. The last British forces left in 1959, and that same year the currency's peg moved onto the dollar at $2.80. Today's briefing walks through why the week's exits matter for the IQD, and what the budget reaching parliament on October 15 has to carry.
