Iran spent the weekend at its loudest alert of the war, and then did the quiet thing that matters: it wrote down its terms and sent them to Washington through Qatar. Seven conditions. The three made public are an end to the fighting, the release of roughly $6 billion in frozen funds, and the lifting of the US naval blockade. A power threatening decisive war opened the conversation with an invoice, and every demand it was willing to say out loud is about money. The list landed 48 hours before Trump seats the leaders of all six Gulf states in New York on Tuesday to plan what follows the war, while Iran's own president flies into the same city on a visa Washington granted mid-war.
Baghdad ran the same negotiation in miniature. The dollar held just under 160,000 dinars per $100 through the weekend against the official 131,000, and on Saturday the Central Bank of Iraq answered the street by name: reserves sufficient, official rate defended, the premium blamed on speculation and the exploitation of the geopolitical circumstances. Reserves stood at $80.6 billion in July, down from $97.4 billion at the end of 2025, with an official adviser putting the current figure back near $83 to $85 billion. Prime Minister al-Zaidi barred his own officials from the press on Saturday and flew to New York on Sunday for his last Trump bilateral before the September 30 withdrawal and sovereignty date. And the Washington Institute put in writing that sanctions should be prepared against Maliki and Amiri, the two men whose 47 seats still block disarmament.
One system, two lanes. The Treasury Secretary said it plainly while designating Iran's crypto rails: if you support the Iranian regime, the Department of the Treasury will sanction you. The same morning this briefing went out, Vietnam's FTSE emerging-market upgrade took effect and passive funds began buying by rule. The watch list is dated: the Gulf table Tuesday, the UN's Iran sanctions panel dark September 27, withdrawal and disarmament and sovereignty day September 30, and the budget that must carry the dinar's number in law reaching parliament October 15.
