Two prices were published inside the same 24 hours, and only one made the news. The Federal Reserve raised rates a quarter point to 3.75 to 4 percent, unanimous, the first hike since July 2023, with 16 of 18 officials penciling in another before the year is out. In Baghdad, with almost no coverage, the people drafting Iraq's 2027 budget let their working price for a barrel of oil surface in the Iraqi press: somewhere between $50 and $70, while the barrel trades above $100. A government that lives on oil does not price its only product at half the market unless it expects the world that made the barrel expensive to be gone before the law expires.
The neighbors are running the same math. Kuwait wrote its budget year on a $57 barrel with its deficit forecast to swell 54.7 percent. Aramco is selling crude through ship-to-ship transfers off Fujairah and Sohar, outside the Strait of Hormuz entirely. Washington removed Venezuela from its drug-fight failure list for the first time in 2 decades. And the House sent the Sanctioning Russia and Iran Act to the President's desk, 262 votes to 159, aimed at the income that keeps the other side of this war alive.
Under it all sits the same document: the budget that carries Iraq's barrel also has to carry the dinar's value, and it reaches parliament October 15, two weeks after the September 30 weapons deadline. The probe into the Saudi pipeline attack has narrowed to one armed network. The street rate hit 158,000 dinars per $100 on a supply squeeze while the Central Bank of Iraq ran its paper flat at 5.25 percent and published nothing. Everyone in this story has now shown their number except the one bank that owns the only number that matters.
