The statute was the preferred door. It was never the only one.
The same day in Berlin, al-Zaidi and Chancellor Merz oversaw the signing of the latest phase of Iraq's energy cooperation with Siemens Energy, 14,000 megawatts of new generation running on local fuel, aimed straight at the 20 million cubic meters of Iranian gas propping up Iraq's grid every day. It closed a tour that put Rothschild and Co, TotalEnergies at $16 billion, and Macron's contracts language on Iraq's side of the ledger inside one week. Then the prime minister told Iraqi media the world is heading toward stability, only a little time remains, and reached for a proverb every Iraqi knows: however long the night, it births a sun.
Underneath it, the pressure map. Both of the world's primary oil chokepoints now sit under threat at once, Hormuz mined by Iran and Bab al-Mandab reportedly mined by the Houthis, and Iraq's answer came from Berlin the same day: crude to Europe through Syria and Turkey, hostage to no single passage. Treasury Secretary Bessent said the Gulf states Iran bombed are now opening Iranian funds to scrutiny, with secondary sanctions armed on anyone still buying Iranian oil. The militias put their refusal of the September 30 deadline in print with 14 days left. And through the loudest week the dinar has had in years, the Central Bank of Iraq stayed flat at 5.25 percent and said nothing. The bank is still the one holding the pen.
