So who does the month serve? There are three honest answers. Baghdad's weapons file is still open, with Iran-aligned factions facing a September 30 deadline that reporting says carries the monthly dollar transfers as collateral. Washington's rails are still being finished, with the Senate's cloture test on the CLARITY Act and the Fed deciding US interest rates this same week. Or the whole calendar is spacing, built so the security file, the rails, and the dollar are all settled before Iraq's number becomes law. Every deadline in the file is set in one city, and it is not Baghdad.
