Iraqi Dinar Brief - August 11, 2026: A Budget for What Rate?

Tuesday, August 11. Yesterday Iraq's Prime Minister put parliament's finance committee, his finance minister and his central bank governor in one room and started writing the 2027 federal budget, the first in Iraq's history built on measured outcomes. In Iraq the exchange rate is written into the budget law. The 1,300 rate sits in the 2023 law, no law since has replaced it, and the document that must carry the next number is now being drafted, due at parliament in September.

The same week, a United States senator walked out of Fort Knox and confirmed the gold is all there, about 147 million ounces, then pointed at the record: the dollar has lost roughly 85% of its value since it was cut loose from that metal. Central banks bought a record 289 tonnes of gold last quarter. Iraq's own bank holds roughly 175 tonnes, a quarter of its total reserves, stacked over a decade. Baghdad ruled out foreign borrowing on camera, which leaves the two options its state television repeats nightly: borrow from Iraqi banks, or take the three zeros off the notes.

Here is the part we connect that the headlines won't. The budget law records the rate, it does not set it. In February 2023 the rate moved by decision on an ordinary morning and the law caught up 4 months later. September is when Iraq must show a number on paper.
