Iraqi Dinar Brief - July 28, 2026: Trump Forces the CLARITY Act

Tuesday, July 28. In Washington the President cancelled the Senate's August recess to force the CLARITY Act, the rulebook for the next financial system, through before the break. In Baghdad the central bank switched on the machine it rebuilt over the weekend. Two ends of the same reset moved in the same week.

Here is the part almost nobody connects. A country does not get to benefit from a stronger currency until one government, and one alone, holds the right to use force inside its borders. Next door in Lebanon, an Iran-backed militia grew stronger than the state, and the Lebanese pound lost 90% of its value. That is the exact ending Iraq is trying not to write.

Which is why 2 chairs still sit empty in Iraq's cabinet, Interior and Defence, the ministries that command the guns. The bank is ready, and the export income is being locked in Ankara, but while corrupt militias still hold ground and threaten the region, no budget passes, no oil law moves, and the dinar stays pinned where it is.

That is the real reason the prime minister has spent the month moving from capital to capital. Washington wants the militias disarmed by September 30. Tehran arms them. Ankara wants the Kurdish fighters gone from its border. Riyadh wants Iran's reach cut. He is settling, city by city, whose fighters lay down their weapons and whose do not.

Force comes first. The money comes second. That is the order every currency reset in history has run in, and Iraq is standing right on the turn.
