Tuesday, July 14. Iraq's prime minister is in Washington, and he did not come for a photograph. He brought his entire economic cabinet and booked 5 days.

Over those 5 days Iraq works 4 files at once. The finance minister sits with the World Bank, the IMF and the US Treasury, working to clear Iraq off the FATF grey list it landed on last month. The oil minister carries a development fund built on Iraqi crude, up to 400 billion dollars over 30 years, with the proceeds held in US banks. A US-sponsored deal ties Baghdad to Damascus and revives a pipeline west to the Mediterranean, away from the Strait of Hormuz. The coalition combat mission ends in September, and Baghdad moves to disarm the Iran-backed militias.

Every file points the same way - out of Tehran's orbit and into Washington's. That is not 5 deals. It is one decision, taken in public, on a schedule.

What looks like a handshake is the new financial system being built, and Iraq is the country they are building it on first. Iraq is the template. When a country is finally let back inside the system, the thing that gets repriced is its currency - not by decree, but by admission.
