Gaza Disarms, Baghdad Watches

Friday, July 31. Trump's Board of Peace has reached an agreement for the complete disarmament of Hamas and every other armed faction in Gaza. The heavy weapons get decommissioned and put into secure storage, the tunnels and the weapons plants come apart, Israeli forces pull back as the surrender proceeds, and an international stabilization force stands up beside a new Palestinian police to hold the ground. Egypt, Qatar and Turkey, the 3 mediators, brokered it. Nickolay Mladenov, the Board's High Representative for Gaza, thanked all of them for keeping the parties at the table.

And it is worth marking how big a move this is. For 2 generations, every American president who came near this region inherited the same war and handed it, unfinished, to the next one. What Trump put on the record last night runs the other way. An armed movement that has shaped Middle East conflict for decades, told to give up its weapons under international supervision, with a government ready to step into the space it leaves. None of this is accidental. A settlement this size gets built patiently, capital by capital, from the Gulf to Baghdad, and then it plays out in the open on a schedule set long before the cameras arrived. We have spent months watching these pieces get set on the board, Iraq among them. This is a big one coming down.

The Order Reaches Baghdad

While Washington was announcing Gaza, a senior commander of Iraq's Popular Mobilization Forces was on the record refusing the identical instruction. Abu Fadak al-Muhammadawi, the PMF chief of staff, put it as a question. Who is going to take our weapons? He was answering Baghdad's own disarmament push, the one that carries a hard date. September 30 is the federal cutoff for every independent Iraqi faction to fold into the state or surrender its heavy arms to state control.

That date is not decorative, because Washington wrote it into the money. The US defense bill ties half of Iraq's security budget to real disarmament steps, and the tougher House version would pull the funding altogether. So the commander's question has a price attached. Refuse, and the state he operates inside loses the American cash that keeps its own lights on. This is why the defiance reads as a closing window rather than strength. A man who was truly winning would not need to ask out loud who is coming for his guns.

Prime Minister al-Zaidi played the same double hand we have watched him run since Ankara. He announced he would honor the families of PMF members killed in this week's US and Saudi strikes, grief for the home crowd, while letting the strikes themselves stand. Protest with one hand, alignment with the other. The outcome lands where Washington needs it, and the Iraqi audience at home still gets its ceremony.

Put the two events side by side and the Iraqi read is plain. In Gaza, fighters are being marched toward the handover under international supervision. In Baghdad, fighters are being walked toward that handover under a federal deadline and a US funding threat. One is loud and televised. The other is a line in a defense appropriations bill. The demand underneath both is identical.

And the Guard, by Force

Iran is getting the same message the hard way, and it answered again overnight. After the American wave on the Guard that we covered yesterday, the IRGC fired once more through the night, striking Jordan and Kuwait a second time. 3 of its members were killed. So was a worker at a Chinese company site in northern Kuwait. The salvo changed nothing on the ground, and that is the tell. A force with options does not keep spending its last rounds on the same targets.

Gaza, by agreement. Iraq, by deadline. Tehran, by fire. The demand underneath all three is a single thing, and only the method changes with the address.

The read from people who study the Iranian military is that Tehran has very little left to trade. Paul Davis, a military analyst, put the Iranian navy at effectively destroyed, the air force disrupted, the missile volleys thinned from dozens at a time down to single digits, and the economy past the point of repair. He described two governments now running in parallel, a civilian side that keeps arriving at the table and a Guard that refuses to sit at it, and cautioned that no deal is safe until it is clear which one holds the final word. Hold that as a directional assessment, not a verdict. It still fits the shape of a campaign grinding one armed institution down while handing two others a document to sign.

Today the choice moves to the President's desk. Private defense intelligence and several outlets put a Camp David cabinet meeting on the calendar for Friday, where Trump decides whether this stays at the punishment level or steps up to the 12 to 14 day plan the Chairman of the Joint Chiefs has drawn to break what is left of Iran's missile force. That meeting sets the tempo for the next stretch. Watch it.

Why the Militias Reach Your Money

Here is the part that touches your position, and you already know half of it. For our new readers, the Iraqi dinar cannot reprice while two locks stay shut. One lock is the weapons, the factions still holding force and revenue outside the state. The other is the banks, still working their way back into the payment system. A bank shut out of that system has no way to move a dollar by itself, so it leans on a partner bank abroad, a correspondent, to clear the transaction. Over compliance failures, 35 of Iraq's 72 banks lost those partners. 7 have them back now, and the rest are the work in progress we have followed since Follow the Gold and will not relitigate here. Both locks are being turned this week, the weapons by a deadline and the banks by the Federal Reserve's checklist.

Let me be frank. The rate is not one of those locks. It is what waits behind those locks. Interior and Defence get settled, a seated cabinet writes a budget, the budget carries a number, and only then does the dinar move. The disarmament fight is not the reprice. It is the lock that has to turn before the RV is even on the table.

On the exchanges this week the dollar edged up to roughly 150,650 dinars per 100, a small firming the officials put down to softer dollar demand rather than any policy signal.

The First Week of August

We laid this bill out earlier this week in Trump Forces the CLARITY Act. The White House has now signed off on the ethics rule that had it stuck, the language is going into the combined Senate draft, and the floor vote is aimed at the first week of August, the last window before the Senate breaks for recess. Here is what that means in practice. A combined draft is the Banking and Agriculture committee versions merged into one text the full Senate can vote on. What is left in the way is arithmetic. The bill needs 60 votes to break a filibuster, so 7 to 9 Democrats have to cross the aisle, and the ethics rule was the price they named for crossing. With the White House now behind that language, the count starts to close. What was missing now has a date on it. The American law that Iraq's cleaned banks eventually clear a payment through has stopped being a someday and turned into a next-week.

Put that beside Iraq's own week and the calendars line up. Washington is trying to seat its legal floor in early August. Baghdad is pushing its own banks through the same compliance checks in the same stretch. And the September 30 disarmament deadline sits just behind both, with Gaza already showing how that story is meant to end.

The Read

Here is a question worth carrying into the weekend, and Gaza just handed us a way to answer it. In what order does this happen. Do Baghdad's two empty chairs get filled first, with the Iraqi militias disarming after, or do the weapons go first and the cabinet forms behind them?

Gaza runs one way. The armed movement hands over its weapons under supervision, and only then does a new government step onto the ground it leaves. The weapons go first, and authority follows. Our read is that Baghdad runs in that same order, and that the two chairs have stayed empty for exactly this reason.

Nobody is handed Interior and Defence, the seats that decide who commands Iraq's guns, until it is settled whose guns still exist. The disarmament is not the obstacle standing in front of the cabinet. It is the thing that has to clear before the Iraqi cabinet can mean anything at all.

So the sequence we are watching, in my opinion, is not seats first. It is the weapons question answered, then the chairs filled, then the Iraqi budget, then the rate. The same chain we always draw, read today in the order the Board of Peace just put on television.

Now the near term, because it is Friday and the weekend is family time. The only live decision left today is Camp David, where Trump chooses whether Iran stays at the punishment level or moves to the longer plan. Either way, watch Washington first, for a date on the CLARITY vote inside that first week of August. Then watch Baghdad, for any sign the Iraqi militias are drifting toward the September 30 handover instead of digging in behind this week's noise.

What we are not watching, this weekend or any other, is the number itself. A rate or a date from a chat room. Promises with no proof under them. The Iraqi dinar sits at the end of that chain, not the front, so every one of those tells will show up long before it does.
